Part-Time Labourer Position Available

We are currently seeking a Part-Time Labourer within the Property/Parks & Recreation Department.

Reporting to the Operations Supervisor or Parks, Property and Facilities Supervisor, the successful applicant will be responsible for interior and exterior cleaning and maintenance of municipal buildings and facilities; direct and provide oversight in the disposal of waste in proper areas of landfill in the Municipality; assist in parks, arena facility and roads department as needed.. 

Position Details

This part-time labourer position pays $24.69 per hour, up to 30 hours per week, varied days of the week, with afternoon and weekend work required.

Primary function

Perform interior and exterior cleaning and maintenance of municipal buildings and facilities; direct and provide oversight in the disposal of waste in proper areas of landfill in the Municipality; assist in parks, arena facility and roads department as needed.

Depending on Department, some duties may not apply.

Responsibilities

Janitorial/Maintenance:
  • Perform interior maintenance functions, including clean and polish windows mirrors and glass doors, wash, wax or vacuum floors, clean and dust washrooms, dressing rooms, offices, walls and baseboards.
  • Perform small repairs of equipment (i.e. vacuum, mop, hand tools, etc.).
  • Maintain emergency lights.
  • Assist with the storage of materials and assist in room set-ups in the facilities for meetings, and various public functions.
  • Perform minor mechanical and plumbing repairs, minor construction/carpentry projects and repairs to municipal buildings and property, including occasional painting, as required.
  • Perform external maintenance function, including snow removal from entrances and sidewalks in winter, salt walkways; sweep sand and collect garbage at entrances, parking lots and related grounds.
  • Snow removal from parking lots.
  • Report serious property or equipment damage requiring repair to appropriate department head.
Landfill Attendant:
  • Directs the public as to where waste is to be deposited within the landfill site area in an orderly and safe manner.
  • Provides prompt and efficient customer service.
  • Operate the landfill site in accordance with the Environmental Compliance Certificate issued by the Ministry of Environment, Conservation, and Parks and the Annual Report.
  • Follow applicable SOP’s regarding the disposal and handling of hazardous materials according to the Ministry of the Environment, Conservation, and Parks.
  • Keep accurate and consistent records/reports of incoming loads, monies received, log summaries, collect tipping fees, and issue receipts.
  • Collect tipping fees and issue receipts.
  • Inspect the site by completing a walkthrough daily, weekly and monthly to ensure public safety and regulatory compliance.
  • Burn brush according to the Environmental Compliance Certificate and clean up burn area, making sure the area is clear of fire or heat when the burn is completed.
  • Move large objects to appropriate location (fridges, stoves, furniture) using truck or manual labour.
  • Remove snow and/or other debris (nails, garbage) from entrances, loading dock and roads within the landfill site.
  • Perform minor repairs to loading docks as required.
  • Cleans litter from the landfill premises and around recycling bins, fence and gate areas on a daily basis.
  • Responds to landfill sited related enquiries by telephone and in person i.e. tipping fee costs, hours, etc.
  • Lock and unlock gates to the site and ensure that site is secure.
  • Performs winter maintenance including snow clearing and landscaping duties as required.
  • Works in a safe manner that is in compliance with the Occupational Health & Safety Act and policies and procedures of the Municipality.
  • Participates in landfill related training (health and safety, etc.).
  • Reports injuries, hazards, and equipment defects.
  • Performs duties in a way that conveys a "positive image" of the Municipality of Highlands East.
  • Related duties as assigned.
General Maintenance:
  • Mow and trim grass, cut trees, clear brush and maintain ball diamonds, tennis courts and cemetery property.
  • Operate, maintain, and inspect various parks equipment.
  • Maintain grounds and playground equipment, including sidewalks and lawns.
  • Drive pick-up truck to haul various materials, such as wood, gravel, equipment, etc.
  • Ensure cemetery and parks are free from litter.
  • Perform minor repairs at cemetery and parks and report major damage.
  • Perform manual labour using various tools (i.e., shovel, rake, hand tools) to maintain roadside.
  • Perform trail inspections.
  • May perform other duties as assigned.

Skills

  • Basic computer, data entry and record keeping skills.
  • Experience in safely and professionally operating small equipment i.e. lawnmowers, weed eaters, hand tools, etc. 
  • Ability to perform all job functions required in a safe manner to avoid personal injury, injury of others and equipment and property damage.
  • Ability to maintain attention to detail.
  • Good oral and written communications skills.
  • Establish and maintain respectful and effective working relationships with others.
  • Ability to maintain attention to detail.
  • Understanding of Municipal By-Laws, the Provincial Offences Act and other related legislation. 

Education

  • Grade 12 education.
  • Valid G drivers license.
  • WHIMIS training.
  • Valid Chainsaw Licence would be an asset.
  • Playground Practitioner certificate would be an asset.
  • Public Pool Operation Training would be an asset.

Experience

1 to 3 months experience performing Parks, Properties and Facilities duties.

Working Conditions

  • Manual labour required.
  • Exposed to all weather elements.
  • Minor mechanical abilities with the ability to work outside, hands on in all types of weather conditions.
  • Potential exposure to wet garbage, industrial waste, contaminated waste, toxic materials, constant/significant odours for entire work day.
  • Exposure to wildlife, including bears, rodents, etc.
  • Sitting, standing, walking over rough ground (landfill surfaces can be unstable at times), climbing.
  • Some alternating evening and/or weekend work may be required.
