Public Poll for Revised Waste Disposal Site Schedules

Highlands East Residents, Share Your Input with Us!

The Municipality is proposing to update the operating hours at the five (5) waste disposal sites within Highlands East.

We have prepared a revised operating schedule for both summer and winter hours and we would like to gather the opinions of many different community members as part of our consultation process.

All feedback will be taken into consideration when finalizing the proposed schedules. Your feedback is essential to selecting the operating schedule that best meets the needs of our residents.

How to Participate:

  1. Review the proposed schedules and summaries of changes outlined below.
  2. Vote for your preferred schedule using our online poll.

If you prefer to submit a hard copy survey, copies are available for pickup and completion at the Municipal Office located in Wilberforce.

About the Schedules

A summary of changes proposed for each site is included in each section below with changes highlighted in bold.

These proposed changes see an overall increase to the number of hours our sites are open and a shift to standardized seasonal schedules across all locations in the municipality making it much easier to keep track of what sites are open, and when.

Bicroft Landfill Site (Ward 1)

Current Summer Hours (18 total)

Summer hours begin the Wednesday before July 1.

  • Statutory Holiday Mondays only: 10:00 a.m. to 6:00 p.m.
  • Wednesdays 2:00 p.m. to 4:00 p.m.
  • Saturdays 10:00 a.m. to 6:00 p.m.
  • Sundays 10:00 a.m. to 6:00 p.m.

Current Winter Hours (12 total)

Winter hours begin the Saturday following the Labour Day long weekend.

  • Statutory Holiday Mondays only: 10:00 a.m. to 4:00 p.m.
  • Saturdays 10:00 a.m. to 4:00 p.m.
  • Sundays 10:00 a.m. to 4:00 p.m.

Proposed Summer Hours (20 total)

Summer hours in effect from May 1 to September 30

  • Wednesdays 2:00 p.m. to 6:00 p.m.
  • Saturdays 10:00 a.m. to 6:00 p.m.
  • Sundays 10:00 a.m. to 6:00 p.m.

Proposed Winter Hours (14 total)

Winter hours in effect from October 1 through April 30

  • Saturdays 10:00 a.m. to 5:00 p.m.
  • Sundays 10:00 a.m. to 5:00 p.m.

Summary of Proposed Changes

  • Summer and Winter schedules will begin and end on fixed, standardized dates (May 1 to September 30 for Summer hours and October 1 through April 30 for Winter hours) used across all waste disposal sites in Highlands East.
  • Winter hours will see an overall two (2) hour increase with the site remaining open on Saturdays and Sundays until 5:00 p.m.
  • Winter hours will be adjusted to a more standard 10:00 a.m. to 5:00 p.m. schedule, used across all waste disposal sites within Highlands East.
  • Summer hours will see an overall two (2) hour increase with the site being open until 6:00 p.m. on Wednesdays.
  • Summer and winter hours will see the elimination of special operating hours that occur only on statutory holiday Mondays.
  • This site will remain closed on Canada Day, Christmas Day, Boxing Day and New Years Day.

Highway 28 Landfill Site (Ward 2)

Summary of Proposed Changes

  • Summer and Winter schedules will begin and end on fixed, standardized dates (May 1 to September 30 for Summer hours and October 1 through April 30 for Winter hours) used across all waste disposal sites in Highlands East.
  • There will be no change in the total number of hours this landfill is open in either season.
  • Winter hours will see a standardized seven hour day, open from 10:00 a.m. to 5:00 p.m. each day of operation, used across all waste disposal sites within Highlands East.
  • Summer hours will see a standardized eight-hour day, open from 10:00 a.m. to 6:00 p.m. each day of operation.
  • Summer hours will see the elimination of special operating hours that occur only on statutory holidays.
  • This site will remain open on statutory holiday Mondays, except on Canada Day, Christmas Day, Boxing Day and New Years Day.

Mumford Road Landfill Site (Ward 2)

  • An additional day of operation on Tuesday will be added to the summer schedule for this Site and it will be open from 10:00 a.m. to 6:00 p.m. each day of operation in the summer.
  • This site will gain six (6) additional hours per week in the summer season.
  • Summer hours will see the elimination of special operating hours that occur only on statutory holidays.
  • This site will remain open on statutory holiday Mondays, except on Canada Day, Christmas Day, Boxing Day and New Years Day.
